背景解讀 | Background Information

背景解讀：回顧 2017 年，颶風頻發，極端溫度頻現，二氧化碳排放量四年來首次出現 增長，全球環境風險的發生概率已經超出 10 年期平均水平。人類對環境的影響不斷加 重，生物多樣性以大規模滅絕的速度消失，農業系統脆弱，空氣和海洋污染已成為對 人類健康日益緊迫的威脅。各國能否攜手執行《巴黎協定》、推進聯合國可持續發展 目標成為世界的焦點。

在此背景下，習近平主席于在聯合國日內瓦總部萬國宮發表演講，堅定地重申了中國 立場，要“倡導綠色、低碳、循環、可持續的生產生活方式，平衡推進 2030 年可持續 發展目標”;同年 10 月，生態文明在中國十九大報告中首次被提升至“中華民族永續 發展的千年大計”。

中國已成為全球生態文明建設的重要參與者、貢獻者和引領者。我們需要共同落實可 持續發展目標和雙邊協議，實現減排目標，尋求更好的環境保護和更好的自然保育。 我們必須認識到，“綠水青山就是金山銀山”，并根據這一認識采取行動。 

Background: The year of 2017 is characterized by high-impact hurricanes, extreme temperatures and the first rise in CO2 emissions for four years. Biodiversity is being lost at mass-extinction rates, agricultural systems are under strain and pollution of the air and sea has become an increasingly pressing threat to human health. Whether countries can join hands to implement the SDGs and Pairs Agreement become the focus of global leaders.

Under such context, President Xi Jinping delivered a speech at Palace of Nations in January 2017 and reaffirmed China’s commitment towards Eco-civilization. President Xi declared that‘We should pursue green, low carbon, recycling and sustainable way of life and production, advance the 2030 agenda’，In October 2017, in the report of the 19th National Congress of the Communist Party of China (CPC), building an ecological civilization is characterized as ‘vital to sustain the Chinese nation’s development’.

China has become an important participant, contributor, and torchbearer in the global endeavour for eco-civilization. We need stand together to implement the SDGs and Pairs Agreement, to achieve emission reduction targets and seeking for better environment protection as well as better nature conservation. We must realize that lucid waters and lush mountains are invaluable assets and act on this understanding.

        我在此鼓勵各位借助這場重要的論壇，共同探討如何加大力度應對氣候變化，減少城市空氣污染，以及充分把握氣候行動機會。聯合國將繼續與中國以及其他伙伴齊心協力，為人們構建低污染、可持續且更具氣候適應型的美好未來。
